The House appropriations committee granted President Bush's request to pay Vice President Cheney's official-residence electric bill out of the Navy's budget. The energy bill for the residence, which was actually owned by the Navy, had risen to an unsightly amount of $186,000 a year. The committee didn't suggest that Cheney turn off the lights whenever he left a room.
